Emergency Control Organisation (ECO)
The Emergency Control Organisation (ECO) comprises people appointed by the Emergency Planning Committee (EPC) to direct and control the implementation of the facility’s emergency response procedures.
Structure and identification
The following chart identifies the structure and identification of the Emergency Control Organisation (ECO) and its relation to the Emergency Planning Committee (EPC) and occupants.
ECO members shall be identifiable by the use of coloured apparel that shall be at least one of the following – helmets, caps, hats, vests or tabards – consistent with the colour shown in the chart above.
ECO authority and indemnity
During emergencies, instructions given by the ECO personnel shall take precedence over the normal management structure. The Headmaster and Executive team acknowledge the authority of the ECO during emergencies.
ECO members are employees and/or a director of officer of the College and, as such, are insured persons under the College’s Educators Liability Insurance. In accordance with the requirements of AS3745-2010, indemnity is provided according to the terms of that cover.
Training
All ECO members shall be trained to develop the skills and knowledge necessary to undertake the duties set out in this Plan. The training shall include exercises and assessment.
Warden Training complies with the National Competency Standard for Workplace Emergency Response (WER) PUAWER005B Operate as part of an Emergency Control Organisation.
ECO members, including nominated deputies, shall attend a skills retention activity at intervals not greater than six months.
Communication
All ECO members shall be instructed on the operation of the security and communication systems.
Regular checks of the communication system will be carried out as determined by the EPC with records retained.
